Add an error switch in didFail handler.  Don't stop updating location for code: 0.  This allows user to lose connection briefly, driving through tunnels, entering subway, buildings

Add local-notification debug messages.  Modify locationManager didFailFailWithError handler.  Add bgTask expiration handler.  Remove unused internal locationCache which was never ever emptied
